Request for Proposals: Treasurer-Collector and Treasurer’s Clerk Services

The Town of Blandford (“Town” hereafter) is seeking a consultant who is experienced, competent, and learned in public sector financial matters, and well qualified to advise and assist the Town in discharging Treasurer, Collector and Treasurer’s Clerk services. A more detailed RFP is available at the Town Offices, 1 Russell Stage Road, Blandford, MA 01008. Electronic or hard copies may be requested by emailing [email protected] or call 413-848-4279, ext. 502. The RFP will be available from the time of this notice until the due date specified below. The Select Board will be the awarding and contracting authority and reserves the right to reject any and all proposals if it is deemed in the best interests of the Town to do so.

Completed proposals are to be submitted electronically to [email protected] or via mail to the Town Office, 1 Russell Stage Road, Blandford, MA 01008 no later than 12:00 PM, Monday, October 2, 2023.

Tax Rate Calculation Tool

The below table gives residents a sense of the effect on their taxes from different spending scenarios. For example, if an additional $25,000 were raised on top of the existing levy, the FY23 tax rate would increase by 10 cents to $13.76 per $1,000 of value. You can use this tool to assess what any increase in Town expenditures would mean for your personal finances. Remember however that beyond the levy, the Town can fund its operations through state receipts (e.g., Unrestricted General Government Aid) and local receipts (e.g., inspection fees), and other sources that do not directly impact the tax rate. Capital expenses can also be borne by Free Cash, stabilization accounts, grants and other means. For a full understanding of the effect of any proposed spending, we recommend you reach out to Blandford’s Board of Assessors, Treasurer-Collector or the Town Administrator.

FILLED – UPDATED: Assistant Treasurer-Collector/Treasurer-Collector Job Opening

ASSISTANT TREASURER-COLLECTOR/TREASURER-COLLECTOR
The Town of Blandford is seeking candidates to fill an Assistant Treasurer-Collector position responsible for administrative and supervisory work involving the receipt and the collection of all money due to the Town. Candidates must have a minimum of one to three years’ experience in municipal finance. Bachelor’s degree in finance or accounting, or more than three years’ experience in municipal finance preferred. The compensation range for this 28-hour-a-week benefitted position is $23.00 to $24.00 an hour. The right candidate will have the opportunity for promotion to the position of Treasurer-Collector within one year with a 30-to-40-hour-a-week schedule compensated inside the range of $26.00 to $35.00 an hour. FILLED – Community Liaison for Resilient Dirt Roads Project Opening

Using Municipal Vulnerability Planning (MVP) Action Grant funds, the Town of Blandford will provide a stipend of $5,000 to a Community Liaison. The Community Liaison will play a critical role as a project envoy, ensuring robust participation in the two listening sessions to be held in the community. One of these listening sessions will be town-wide and the other will be geared specifically to elders. It is anticipated that work will begin in January 2023 and then end with the last of two listening sessions tentatively scheduled for the spring. Download the full Role of Community Liaisons (PDF).
