NOTICE

Notice is hereby given that application has been made on behalf of the Springfield Water and Sewer Commission for the approval of the Department of Environmental Protection (MassDEP) for the Springfield Water and Sewer Commission to acquire certain lands or rights of land in Blandford, Massachusetts for public water supply protection purposes, said land in question being identified as Lot 2 and Lot 3 of Map 403 Parcel 6.2, having been recorded in the Hampden Country Register of Deeds in Book 23128, Page 420, located at Gibbs Road within the watershed of Little River.

In response to said application, the MassDEP acting under the provisions of General Laws, Chapter 40, Section 39B and Section 41, as amended and each and every other act thereto enabling, will hold a hearing, remotely, on Friday, July 16, 2021 at 10:00 am. Access to the hearing is as follows:

The plan showing the land in question is on file electronically with the MassDEP and within their office located at 436 Dwight Street, Springfield, MA 0 I I 03 and in the office ofthe Town Clerk of Blandford. Said plan is entitled “Plan of Land in Blandford. Massachusetts prepared for William B. Hull, LLC. A public dog hearing will be held by the Blandford Select Board on Monday, May 3 at 6:00pm on a Complaint of Vicious or Nuisance Dogs as defined by Section 157, Chapter 140, General Laws. The hearing will take place at Blandford Town Hall, 1 Russell Stage Road. Pursuant to Governor Baker’s order suspending certain provisions of the Open Meeting Law, G.L.C. 30A, §18, and the Governor’s order imposing strict limitation on the number of people that may gather in one place, this hearing will be conducted via remote participation to the greatest extent possible. Pursuant to MGL, CH40A Sec. 9 the Planning Board will hold a Public Hearing at the Blandford Town Hall, 1 Russell Stage Road, Blandford, MA 01008 virtually at 6:00pm on May 5, 2021. This hearing is scheduled under the following Zoning By-Laws of the Town of Blandford: Section IX – Site Plan Review and Special Permits and XV – Adult Use Marijuana Establishments of the Zoning By-Laws of the Town of Blandford to consider the application for a request for a Site Plan Review and Special Permit for the Belle Fleur Holdings, LLC, Marijuana Cultivation Project, located at 138 Otis Stage Road, Blandford, MA 01008.

The applicants propose to install a marijuana cultivation establishment on 36.5 acres, that is currently zoned as Agricultural and Undeveloped with proposed access from Otis Stage Road.

In accordance with Chapter 40A, Section 9 of the Massachusetts General Laws, the Blandford Planning Board is looking to adopt Rules and Regulations governing the organization and conduct of the Planning Board and the governing review and action on Site Plan Review, and Special Permit Applications. These Rules and Regulations can be reviewed here or hard copies may be obtained in the Town Hall.

Hearing will be scheduled on May 5, 2021 during the Planning Board meeting scheduled to begin at 6:00pm. Agenda for this meeting includes the regular meeting, a hearing on Belle Fleur Holdings, LLC, and this hearing, which will begin immediately following the Belle Fleur hearing.

A public hearing will be held by the Blandford Select Board on April 5, 2021 at 6:00pm on the petition for joint or identical pole locations from NSTAR ELECTRIC COMPANY DBA EVERSOURCE ENERGY and VERIZON NEW ENGLAND, INC., upon the plan marked #1A4S2HM. The petitioners are seeking to be granted permission to locate poles, wires, cables, and fixtures, including the necessary anchors, guys and other such sustaining and protecting fixtures to be owned and used in common by the petitioners, along and across the southwesterly side of Sperry Road at a point approximately one thousand four hundred five feet southeasterly from the center line of Russell Stage Road.
